Mobility Scooters

We tested out a mobility scooter and found it tricky to use. Perhaps it was more stable than it felt but every small bump or hole in the ground seem to toss it from side to side and we felt pretty unstable on it. What I wonder though is, why all mobility scooters seem to have such small wheels. Is this really the most stable arrangement ?
